  • Surveying the Experts: China’s Approach to Taiwan

    As China’s recent unprecedented military exercises around Taiwan demonstrated, the Taiwan Strait is a major flashpoint that threatens to undermine regional and global stability. Yet crucial questions remain about the dynamics shaping the Taiwan Strait. What is China’s approach to Taiwan and how long is Beijing willing to wait for Taiwan’s unification? Will China use significant military force against Taiwan, and when? How does Beijing view the potential of U.S. intervention in a Taiwan contingency?

    Shirley Lin participated in a survey by the ChinaPower Project at Center for Strategic and International Studies which polled 64 leading experts on the People’s Republic of China (PRC), Taiwan, and cross-Strait relations. Responses were collected from August 10–September 8, 2022.

    Key takeaways from the survey are listed below.:

    • China lacks a coherent strategy for Taiwan;

    • Beijing is willing to wait for Taiwan's unification, but not forever;

    • Few expect China to use significant force against Taiwan by 2027;

    • An amphibious invasion of Taiwan is possible in the next 10 years;

    • China would invade Taiwan immediately if Taipei declared independence;

    • Beijing expects U.S. military intervention in a conflict over Taiwan.

  • FUSHK: Interview with FUSHK Leadership

    Shirley Lin is the founder of Focused Ultrasound Hong Kong Foundation Limited (FUSHK), an organization that improves access to focused ultrasound technology in Asia. This non-invasive therapeutic technology can revolutionize the treatment of many medical disorders, with the potential to benefit millions of people.

    In the interview , Shirley Lin discussed her connection to focused ultrasound, why she became involved in FUSHK, and what she sees as its greatest potential.

    What is your connection to focused ultrasound?

    Shirley Lin: When I came to the University of Virginia, I met Neal Kassell, MD, founder of the Focused Ultrasound Foundation. I followed the Foundation’s progress and eventually joined its Council. I now serve on the Foundation’s Board, and I am a founding member of FUSHK.

    What moved you to get involved with FUSHK?

    Shirley Lin: The simple reason is that focused ultrasound is something that will help people all around the world. It’s not specific to an individual country; the work we do can impact millions of lives. It’s both conceptually, as well as empirically, very important to me to be involved in a foundation in healthcare, where you can see both visible results in the short term, as well as long term impact on society and our collective well-being.

    What excites you most about FUSHK?

    Shirley Lin: Several years ago, I put together a few programs for the Foundation team to come visit Asia. It was an incredible opportunity, because the Foundation had not done that much outreach in Asia at that point. Throughout those events and meetings, I found that there was a huge amount of interest in giving, helping, and sustaining focused ultrasound, as well as in reaching out to doctors and hospitals that are already using the technology throughout the region. Those experiences were the conception of FUSHK, through which we are raising money within Asia to support research projects in the region and also connecting researchers, clinicians, manufacturers, investors, and philanthropists.

  • Will China Fall into the Middle/High Income Trap?

    The middle-income trap describes a situation in which a country, having attained a certain income level, gets stuck there (due to given advantages). The high-income trap is of a similar nature, because although the positioning of these economies might be more advantageous to begin with, they find it difficult to promote innovation in manufacturing or upgrade to higher value-added services to remain competitive and provide benefits to a wider spectrum of society.

    In this episode of The Sound of Economics, Giuseppe Porcaro and Alicia García-Herrero are joined by Syaru Shirley Lin, Compton Visiting Professor in World Politics at the Miller Center of Public Affairs at the University of Virginia. They discuss the middle/high-income trap in East Asia, and especially in China.   • China's 'One Country, Two Systems' Principle Won't Ever Work In Taiwan

    June 26, 2017

    "Originally designed for Taiwan, Beijing applied the “One Country, Two Systems” principle to Hong Kong on July 1, 1997 when sovereignty of the territory was passed from Britain to China.

    But “One Country, Two Systems,” which guarantees a degree of autonomy under Chinese supervision, isn’t applicable to Taiwan. The island has evolved into a self-ruled, hyper-democracy that enjoys de facto operational independence.

    It also doesn’t share Hong Kong’s inherent Chinese lineage. Therein lies the real issue."

    In the new book Taiwan’s China Dilemma, Chinese University of Hong Kong Professor Syaru Shirley Lin describes how Taiwan is in a tough position: If it restricts trade with mainland China, it cuts off a major export market, a source of investment, and a driver of economic growth. But if it increases economic reliance on China, it gives more leverage to a government bent on reunification and leaves the island vulnerable. Taiwan’s evolution in dealing with this dilemma has been shaped by a rapid shift in Taiwanese identity and how its people see themselves. In an interview with Asia Blog, Lin describes how this shift unfolded and how Beijing’s reunification strategy appears to be backfiring.
